The Constitutional decree was issued in 1906 by Mozaffaraddin Shah, and the first term of National Assembly composed of representatives of traders, merchants, nobles, princes and landlords was established.
 
One of the results of the Constitutional Revolution and the formation of the National Consultative Assembly was the formation of state and provincial forums in the large centers of states and provinces by the Iranian constitutionalists to solve the local problems in consultation with the Majliss members. When disputes broke out between MohammadAli Shah and the Majliss, these associations turned to be the center of support for the Majliss. The intense disputes between the Shah and the Majliss led to the bombing of parliament by Mohammad Ali Shah. In this period, when there was no Majliss, these associations played a major role. When Mohammad Ali Shah was deposed from reign and his son, Ahmadmirza succeeded him, a new election law was prepared by a board on behalf of central government and approval of state and provincial forums in 1909 and the election was held according to its regulations.
 
 
Attached documents indicate the support of state and provincial associations, and their loyalty to constitutional principles, and approving undisputed Constitutional National Assembly elections with the approval of the Central Election Supervisory Board of various cities of the country.
