Hajj Mirza Ali Agha Saqat-ol-Islam Tabrizi, son of Hajj Mirza Mussa, leader of an Azerbaijani Sheikhi sect was born in Tabriz, 1860. This liberal-minded clergy was one of the active and influential figures of the constitutional movement in Azerbaijan. According to the following documents, the Russians attacked his house to arrest a Cossack who had referred to him for converting to Islam. This affair raised the opposition of Tabriz merchants and their correspondence with foreign legations in Tehran.
The Russian intervention in Iran's affairs and their dissatisfaction with Saqat-ol-Islam was so much so that when they arrested and executed him in 1320 by the order of a Russian military commander, the Russian consulate in Tabriz demanded Azerbaijani agent to take his watch and seals from his relatives and deliver them to Russian consulate. Among other topics which appear in these documents are financial problems of his heirs and their correspondence to receive pension. However, as it is shown his heirs did not succeed to receive any pension after eleven years.
