Haj Mirza Aqa Baba Qavam al- Sadat was the guilds' representative of Quechan in the first National Consultative Assembly. Before assuming this position, he was the servant of the Astan Qods Razavi. On April 6, 1875, Nair al- Dole, the vice provinces of Khorasan, asked him to follow some of other scholars to go to Quechan and inquire about the government's state of that city.
 
After the founding of the National Consultative Assembly on September 1906, the people of Quechan formed the State Board and the guilds' members decided to select Mirza aqa baba who was one of the Board members as a representative. He and three other elected representatives went to Mashhad to choose one of them as a Quechan representative. Agha baba Qavam al-Sadat selected and went to Tehran on February 1907. On the issue of selling Quechani girls and considering of the Asef al- Doleh allegations, sixth representatives elected by Assembly to monitor on Justice Commission and Aqa Baba was one of them.
